Deutsche Welle (DW) is a Geramn news channel that airs on local PBS stations. International news networks such as NHK (Japan) and BBC (United Kingdom) are closed-captioned but DW violates the UN Convention on the Rights of People with Disabilities which Germany is a signatory.
